The Ruhr Region is positioning itself as the new Ruhr Metropolis in Europe and in so doing is leaving the word "Region" behind it. The city of Münster was glad to adopt that legacy and, without further ado, declared itself to be the "CULTURE REGION Münster 2010".

That is how Münster's mayor, Markus Lewe, explained the action during opening ceremonies. He emphasized: "Without the European Capital of Culture RUHR.2010, there would have been no CULTURE REGION Münster." This special programme comprises about two hundred events, covering a broad spectrum of interests and extending into the year 2011. At the periphery of the CULTURE REGION opening events, Lewe presented the European City Charter to representatives of the town of Halle (on the River Saale). The European City Charter is being written jointly by the "National Heroes - German Cultural Cities" and departed Münster on April 16, 2010. In its own contribution Münster will take a close look at the topic of “art in public spaces”. This is a subject in which the town and its people clearly have a great deal of experience to pass along to others. Wolfram Neumann, Deputy Mayor responsible for business and labour affairs, and Stefan Voss, General Manager of the city marketing organization in Halle, travelled to Münster to collect the European Town Charter. Neumann took the opportunity to invite the people of Münster to visit Halle during the "HOCHzeit" or "HIGHtimes" festival when a "high road", an elevated highway, will be blocked off. But Hochzeit has yet another meaning in German: “marriage ceremony”. Couples will be able to exchange their wedding vows during this event on May 30, 2010. This will all provide an interesting foretaste of the “Still-Life A40/B1”, being staged in the Ruhr Metropolis on July 18, 2010.
