Can everybody participate in cultural life? Are there cultural strategies for preventing social exclusion? These are the questions to which the Fonds Soziokultur (Sociocultural Research Body) hopes to find answers during a European congress in Dortmund. Socio-cultural centres and decision-makers from all over Europe will be invited to discuss the theory and practice, situations and prospects of socio-culture in Europe, to share their expertise and to engage in networking.

The core issues will be whether cultural policy and strategies increase the risk of social exclusion, and the extent to which socio-culture succeeds in contributing to the active cultural participation of "educationally disadvantaged" sections of society. The event is the research group’s contribution to the "European Year for Combating Poverty and Social Exclusion", an initiative of the European Union.
