The "Longing for Level 2" work of art by M. Verkerk from Amsterdam and M. Reinhart from Hagen, created on a 450-metre-long elevated roadway, affords a new perspective of the district around Hagen's railway station. To celebrate the project, the roadway was closed to traffic from 23 to 25 July.

Light artist Geert Mul from the Netherlands created a light installation on the bridge carriageway. At night, the projected images of Hagen's citizens had a magical effect, inspiring onlookers to reflect on urban areas, while the Highway Lounge was the place to enjoy a drink at Hagen's highest bar. Another highlight of the Level 2 project was a fashion show featuring designs influenced by countries from India to Portugal, all created in Hagen.

The programme on 24 July included entertainment, a "flying gallery", salsa until midnight, a wide range of food and drink and, at 9 p.m., a specially commissioned production, "Feierabend" by Grotest Maru, performed at a dizzying height. During the show, artists from Berlin and no less than 140 amateurs wowed the audience with a stunning display of acrobatics and poetry performed on the façades and roofs of neighbouring buildings. Chilling out was the name of the game at the final event on 25 July, an international picnic at a 450-metre-long table.
